II.2.4) Disgrifiad o’r caffaeliad
To identify and appoint a suitable Development Partner to work with Gwalia to deliver the project along the lines of a Package Deal Design & Build. Upon completion of the project, the Developer will retain ownership of the whole building when completed, retain responsibility for the Commercial units and lease the flats and associated communal areas to Gwalia. A lease agreement between Gwalia and the Development Partner will establish responsibilities for Building Maintenance etc.
The key target date is the end of March 2017, by which time Gwalia and its Development Partner must have identified and acquired a suitable property. Failure to do this will result in the loss of the VVP grant funding.
Much depends on achieving early success in identifying a suitable property and property owner that is willing to do dispose within these timescales.
Failure to identify a suitable property early on may result in the project not proceeding.

The Contractor shall ensure that all contracts with Subcontractors and Suppliers which the Contractor intends to procure following the Award date, and which the Contractor has not, before the date of this Contract, already planned to award to a particular Subcontractor or Supplier, are advertised through the Sell2Wales portal (www.sell2wales.co.uk) and awarded following a fair, open, transparent and competitive process proportionate to the nature and value of the contract.
Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
As part of their tender response, potential suppliers are asked to submit a method statement in the form of a Community Benefits Plan setting out how they may deliver ‘community benefits’ for this project.
The community benefits method statement will not be evaluated and scored as part of the tender process, however, the successful supplier will be expected to work with the Authority’s representative to maximise and deliver any proposed community benefits submitted in their response.
