Blaenau Gwent Council are seeking to appoint a suitably qualified and experienced company to provide a Flying Start service at a new Educational establishment at Ebbw Vale North (Hilltop).
‘Flying Start’ is a programme for families with children aged up to four years old, which is targeted at Wales' most deprived communities. The programme is one of the Welsh Government’s top priorities and encompasses free childcare, parenting support, intensive health visitor support and support for early language development.

Blaenau Gwent Council are seeking to appoint a suitably qualified and experienced company to provide a Flying Start service at a new Educational establishment at Ebbw Vale North (Hilltop)as specified within the tender documentation.
The duration of the contract is for a period of three years (reviewed annually) with the option to extend for a further period of two years at 12 month intervals - the duration is dependant on Welsh Government funding.
The anticipated start date of this project is the 1st of April 2016 this is subject to completion of renovations and CSSIW registration approval. If the start date is delayed due to CSSIW registration we will confirm with the appointed supplier that the term of the contract will be from the first day of the provision.
Below is the historical uptake of childcare in the Ebbw Vale north area -
Term 3 January - March 2014/15; Eligible children 4 - Take up 4
Term 1 April - August 2015/16; Eligible children 12 - Take up 11
The anticipated uptake for the first year of this service is as below:-
7 - Children born between September 1st 2012-December 31st 2012 (these children will be eligible for 1 term in childcare)
5 - Children born between January 1st 2013-April 12th 2013 (these children will be eligible for 2 terms in childcare)
10 - Children born between April 13th 2013-August 31st 2013 (these children will be eligible for 3 terms in childcare)
So 22 in total.
These figures may change on an annual basis due to birth rate etc.

Consequently, as part of their response, tenderers are asked to demonstrate their previous approach/experience in delivering Community Benefits and are required to submit a Method Statement in the form of a "Community Benefits Plan" setting out how they will incorporate and deliver "Community Benefits" through this appointment.
This is a non core requirement and therefore will not be included within the evaluation of your proposal. However if Community Benefits are identified then these may be included as part of the overall contract.
