WIP has two main objectives from this piece of work:
1. To understand how does WIPs Benchmarking activity compare to others in Europe and worldwide (if appropriate); and
2. Provide recommendations on how benchmarking findings and recommendations can be implemented more effectively.
Firstly, WIP wants to obtain an understanding of other Benchmarking of waste services project that exists across the UK and further afield in Europe and possibly worldwide if appropriate.
Having a fuller understanding of how similar benchmarking projects operate would guide WIP in ensuring that the current and historical data is used to its maximum potential. We envisage the information gathering process would include but not limited to the following:
1. Identifying what data is collated
2. How is this data collated
3. How is consistency in data gathering ensured
4. How is the data analysed
5. What are the outcomes of Benchmarking process
6. Who is involved in the process
7. How (if appropriate) is the recommendations disseminated
8. What follow up activity is undertaken
This would guide the benchmarking project in understanding the effectiveness of current activity.
Secondly, although WIPs benchmarking activity is well received by local authorities and other partners, there is further potential in using historic and current data more effectively. A number of authorities have implemented recommendations provided by the Benchmarking activity, including; optimising routes, reviewing staffing levels, and collaboratively procuring plastic sacks.
Local authorities must achieve further efficiency savings within their waste services. The Benchmarking project has further potential to provide key recommendations to local authorities on achieving efficiency savings. WIP wants to appoint a contractor that can provide recommendations on achieving the following:
1. Intelligent analysis of benchmarking data;
2. Recommendations to LAs on achieving a range of efficiency savings; to include short, medium and long term; and
3. Effectively disseminating the recommendations to relevant LA officers.
