WLGA wishes to appoint an external consultant to provide the following trading standards coordination services. It is anticipated these services will constitute 3 days work per week. The precise activities to be delivered will be agreed between WLGA and the appointed consultant prior to final appointment. It is considered that in order to provide these services, the consultant will have a detailed knowledge of the strategic objectives and a sound technical understanding of the trading standards profession.
The services required are:
1. To promote service improvement in trading standards services through best practice and the better regulation agenda.
2. To promote service improvement through collaboration in accordance with the UK Government policy, and the Welsh Government’s local, regional and national agenda.
3. To engage with a wide range of stakeholders including Welsh Government, WLGA, CPP(W), NTSB, CMA, ACTSO, APHA, BiS, TSI, CIEH, LBRO, Wales Police Forces, Food Standards Agency, consumer groups, and others, in order to promote new and emerging trading standards agendas
4. To act as a WHoTS point of contact to coordinate relevant consultation responses and requests for information from key stakeholder organisations.
5. To co-ordinate the activities of the WHoTS, including setting up ordinary and annual general meetings, arranging speakers, and ensuring action points etc are implemented.
6. To assist the production of business plans, and other publications as directed by WHoTS.
7. To carry out appropriate functions in relation to the work of the National Trading Standards Board in Wales as determined by WHOTS; most notably to carry out the duties of the ‘Action Manager’ as defined by their ‘Trading Standards Intelligence Operating Model’
8. To attend meetings of WHoTS and sub groups, as required.
9. To attend meetings of the UK regional coordinators, and feedback to WHoTS.
10. To report to Directors of Public Protection Wales (DPPW) meetings on key issues and feedback to WHoTS.
11. Where necessary, to deputise for the Chair or other officers to represent the WHoTS at national meetings and to feedback to WHoTS
12. To liaise and with the Chairs of the Delivery Groups in delivering the objectives WHoTS.
13. To facilitate low-cost practitioner training in partnership with TSI, Welsh Government and other relevant bodies.
14. To undertake any other duties, as agreed, as are appropriate and commensurate with the provisions of the contract.
15. The appointed consultant will also liaise with any other officer of WAW or WG as required to deliver the required services and products.
