The domestic property portfolio of the Council comprises a mixture of social housing (approximately 13,723 properties in number) and other properties.
This tender process is in relation to the installation, repair & maintenance of door entry systems, cctv systems, alarm systems and access systems.
The Council is seeking to appoint a single Contractor to this framework agreement. The estimated annual value is 355,000GBP plus VAT. It should be noted that the estimated value is indicative only, and may change dependant on demand and budget.
The Contract period will be 2 years (starting 1st October 2022) with the option to extend for up to a further 2 years.
This work will generally comprise of Work in occupied properties / communal areas / garage sites / traveller sites / hostels.
There are three main priorities of work:
- Emergency - Response within 2 hours and completion within 24 hours
- Urgent - Response and completion within 5 working days
- Routine - Response and completion within 25 working days
Scope of Works
Door Entry Systems (DES)
- Installation of DES (this will be minimal and is not likely to be installation of full systems but more so upgrades to existing systems).
- Responsive Repairs / Maintenance of DES.
CCTV Systems
- Responsive Repair and Maintenance of CCTV Systems
Alarm Systems (Fire / Panic / Intruder)
- Quarterly compliance testing of fire alarm systems
- Responsive Repair and maintenance of fire alarm systems
- Some repairs / maintenance to intruder and panic alarm systems
Access Systems (Automatic Gates / Automated Doors / Access to offices)
- Responsive Repair and Maintenance of Automated Gates and other access systems.

- Asbestos Removal / Disposal
- Asbestos assessment
- Window / Doors fabrication & installation
- Glazing
- Jobbing Repairs
- Carpentry & Joinery Services
- Window / Door Repair & Maintenance
- General Alterations
- Shutter / Sliding Doors
- Electrician Services
- CCTV Installation & Maintenance
- Door Entry / Intercom Systems Installation & Maintenance
- Security, Fire, Emergency Lighting, Communication, Control Systems, Warden Call Systems installation & maintenance
- Make good as required.
- Automatic Opening Vents (AOV)
Cardiff Council operates an Out of Hours (OOH) service, and appointed Contractors would be expected to provide an OOH service to supplement this provision. For some specialist trades this OOH service provision will need to be 24/7/365.
