The Welsh Local Government Association (WLGA) is funded by the Welsh Government (WG) to deliver the Waste Improvement Programme (WIP) in Wales. WIP has been working to assist Local Authorities (LAs) to improve the performance and efficiency of waste services since 2007. The key role of WIP is:
• Collect, validate and analyse key performance data;
• Inform effective and efficient service design and decision across all 22 LAs;
• Develop tools and resources which make a difference to front line services; and
• Allow joint procurement including collaboration.
WIP has worked closely with local authority waste officers and finance officers to develop a robust & consistent methodology to capture financial data relating to local authority waste services. This is to enable LAs to make informed decisions on the effectiveness and efficiency of their services.
Data is collected for a wide range of service areas including dry recycling, food waste, green waste, CA sites, Bring sites, residual waste.
The data obtained is presented amongst other means in an annual report to Ministerial Programme Board (MPB) at the start of the year. The latest report, covering financial year 2012-13 presented at MPB in February 2014.

1. To develop a single tool for the collation of data provided since 2007/08 (in excel format) that can be used as a template report for automatically updating from WDF both tonnage and financial data automatically.
2. To develop a trend analysis in a clear uncluttered format so that it can be used as a template for a WDF report for subsequent years and so trend analysis can be conducted over time.
3. To produce a series of graphical representations for the data provided since 2007/08 onwards (and using available tonnage information from Wastedataflow) which can be utilised by the WLGA to feed directly in to a report for the Minister for Natural Resources.
4. To hand over to the WLGA the model used for collation of this data so that internal officers can use these as templates for reports from WDF.

Proposals from prospective consultants should be made in the following format and include an itemised quotation. There is no set tender document to complete:
• full contact details of the applicant;
• details of the credentials of the consultant or consultancy and of the individual(s) to be involved in the project, including identification of key employee(s);
• details of relevant experience;
• a methodology for the commission based on the project objectives and requirements above;
• a project plan and timetable for the commission in support of the methodology proposed;
• itemised detail of the proposal fee structure inclusive of all expenses;
• a lump sum bid for the commission inclusive of all expenses;
• a list of local authority and other public sector clients; and
• three referees of whom at least one is a local authority and another elsewhere in the public sector.

Your tender submissions should include Company registration details and audited or management accounts for the last financial year and a statement of any material litigation, pending or threatened, or other legal proceedings.
Tender submission must be submitted by post and e-mail and marked as “Confidential”. In the case of an e-mail submission a hard copy should follow by post.
