The Welsh Local Government Association (WLGA) is funded by the Welsh Government (WG) to deliver the Waste Improvement Programme (WIP) in Wales. WIP has been working to assist Local Authorities (LAs) to improve the performance and efficiency of waste services since 2007. The key role of WIP is: • Collect, validate and analyse key performance data; • Inform effective and efficient service design and decision across all 22 LAs; • Develop tools and resources which make a difference to front line services; and • Allow joint procurement including collaboration. WIP has worked closely with local authority waste officers and finance officers to develop a robust & consistent methodology to capture financial data relating to local authority waste services. This is to enable LAs to make informed decisions on the effectiveness and efficiency of their services. Data is collected for a wide range of service areas including dry recycling, food waste, green waste, CA sites, Bring sites, residual waste. The data obtained is presented amongst other means in an annual report to Ministerial Programme Board (MPB) at the start of the year. The latest report, covering financial year 2012-13 presented at MPB in February 2014.

2. To develop a trend analysis in a clear uncluttered format so that it can be used as a template for a WDF report for subsequent years and so trend analysis can be conducted over time.

3. To produce a series of graphical representations for the data provided since 2007/08 onwards (and using available tonnage information from Wastedataflow) which can be utilised by the WLGA to feed directly in to a report for the Minister for Natural Resources.
