Sport Wales is committed to ensuring that all users can access high quality information and services through digital communication channels in an accessible manner. Sport Wales has put processes in place to improve the accessibility of its corporate website, and we are now looking to address further areas of improvements on a regular basis. First and foremost, we want to embed inclusive and accessible communications within our culture and our ways of working - not because we need to, but because we want to. Secondly, as a public sector body, we are subject to the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018. Over the past two years, the main corporate website has been audited twice and is partially compliant with the Web Content Accessibility Guidelines (hereafter referred to as ‘WCAG’) 2.2 AA standard. Information of these audits can be found in our accessibility statement. We are looking to put in place a two-year contract at maximum £20,000 value (ex. VAT). We are seeking a supplier to undertake annual testing and improvement reports on our website against the WCAG 2.2 AA standard and to deliver internal training on accessibility best practices. A successful supplier will be able to meet the following necessities: 1. Annual testing and reporting on the corporate website against the WCAG 2.2 AA standard to ensure continuous improvement. Findings can be achieved through a blend of automated tools and manual user testing. The subsequent report will outline issues and clear actions needed to address them to be fully compliant with WCAG 2.2 AA. 2. Annual testing and subsequent report on Sport Wales strategic subsites (these are subject to change) and files of Sport Wales, including: a. the Sport Wales Strategy b. Vision for Sport c. Strategic Equality Plan, d. Grant System e. HR Portal f. Citbag Findings can be achieved through a blend of automated tools and manual user testing. 3. Guidance and actionable advice given on the following areas: a. The implementation of new digital services or providers b. The use of the accessibility menu on our corporate website. c. The use of PDFs and other documentation formats. d. The use of ‘disproportionate burden’ in relation to the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018. e. Best practice for accessibility within social media, video, and email campaigns. f. Best practice for accessibility and optimisation for mobile users. g. Best practice on writing and updating Accessibility Statements. 4. Support with the accessible delivery of the Annual Reports which are required in PDF format and hosted on the Key Publications page on our website. a. Four documents are required each year – i. Sport Wales Annual Review and Accounts 2023/24 in Welsh and English ii. Sport Wales Lottery Annual Review and Accounts 2023/24 in Welsh and English 5. Training sessions and support to be delivered to Sport Wales staff without digital expertise, to provide them with a better understanding of the need for accessibility and the best practices they can implement in their day-to-day work, suggestions including: a. Why to avoid PDFs where possible? b. Using HTML webpages over PDFs c. Using hierarchical elements and structures within document building. d. How are screen readers used? e. Alternative text

3. Experience of writing detailed reports based on accessibility testing that are clear, actionable and insightful.

6. Experience of assisting and advising on accessibility concerns outside of the immediate scope of 2018 Accessibility Regs and WCAG standards.
