Blaenau Gwent County Borough Council requires a new Housing and Homelessness Strategy to enable the Council to shape its housing provision and guide its progress.

This scoping document outlines the key considerations, objectives and scope required for our approach to BGs housing issues. This information will serve as the foundation for the development of a comprehensive housing strategy.

The commission will be to take the scoping document and produce a final Housing and Homelessness Strategy for Blaenau Gwent for the next 5 years with the opportunity for a possible refresh in year 3 if required.

The strategy vision is to maximise housing options to provide adequate, affordable and safe housing that meets the needs for the BG communities. To improve the energy efficiency of housing stock. To prevent homelessness wherever possible and where prevention is not possible, to make homelessness brief and not reoccurring. To provide appropriate support for residents to sustain accommodation.

As part of your submission, bidders will be required to demonstrate their previous approach/experience in delivering Community Benefits and are required to submit a Method Statement in the form of a "Community Benefits Plan" setting out how they will incorporate and deliver "Community Benefits" through this appointment within Blaenau Gwent. Examples of the range of benefits include but are not exhaustive to –

• Targeted Recruitment and Training (including existing workforce and economically inactive)

• Local Supply Chains, including use of social enterprises

• Contributions to education and complimentary activity

• Community Initiatives and activity

• Promoting Environmental Benefits

• Contribution to the Community Investment Fund

The buyer considers that this contract is suitable for consortia bidding.
