This notice is published to advertise a market engagement exercise being conducted by North Tyneside Council (the council). The council wishes to engage with market operators regarding what capacity there will be to process and treat dry recycling, food waste, garden waste and residual waste streams.
The council’s existing integrated waste contract will expire in 2027. The contract currently includes:
• residual waste treatment
• processing of kerbside garden waste
• management of the council’s household waste recycling centre (HWRC)
• a waste transfer station (WTS).
The council has a separate contract for recycling which expires in 2025.
Further details are contained in this notice at section 1.7 – Description of the procurement – which sets out the basis on which the council is seeking feedback and views from the market.
The date for submission of response is 10th June 2024 and, depending on the information provided, the council may seek to follow up with individual respondents or groups of respondents.
Participation in this market engagement exercise is not a requirement for participation in the forthcoming procurement, which shall be formally commenced through publication of a contract notice(s) nearer the time.

This is not an invitation to tender process and consists of a market testing questionnaire. Please note all information provided is indicative and for information purposes only.
North Tyneside Council (the council) is the local authority of North Tyneside in Tyne and Wear, England. The council has a statutory duty to collect and dispose of household waste arising within the borough.
The council deals with around 100,000 tonnes of local authority collected waste (LACW) annually.
Two key resources and waste management contracts for North Tyneside’s LACW are expiring over the coming years, these include:
1. the integrated contract with Suez Recycling and Recovery Limited (Suez) awarded in 1997 and expiring 31 March 2027. Involving:
• residual waste transfer (bulking/storage/haulage) and treatment
• processing of garden waste transferred via a waste transfer station (WTS)
• management of the council’s one household waste recycling centre (HWRC), and
• a WTS.
2. dry recycling processing contract with J&B Limited is expiring on 30th September 2025 and involves processing and onward sale/marketing of recyclable materials. The contract also includes haulage via walking floor/bulker vehicles from the council WTS at Wallsend Road, North Shields.
Both contracts are expiring at a time of major policy changes at national level, which will impact the way waste is collected and processed in the future. The council will also be seeking to procure a food waste treatment contract in line with the new requirements of ‘Simpler Recycling’.
The council has in place a “Waste Management Strategy 2013-2030: Changing our thinking away from rubbish and towards a resource”. The strategy includes the following strategic aims which sets out a direction of travel for the future management of waste:
1. Work with our residents to reduce rubbish produced by each household,
2. Maximise the amount of rubbish that is reused, recycled or composted,
3. Put technology in place to recover value from our rubbish and minimise the amount we send to landfill, and
4. Reduce our carbon footprint through better management of our waste.
Pursuant to Regulation 40 of the Public Contracts Regulations 2015 (as amended) (“PCR 2015”), the council is seeking to conduct preliminary market engagement before commencing the procurement procedure(s) with the aim of helping the council better prepare the procurement strategy and process, test its assumptions about the scope of the future services.
