Following a direct award process, in accordance with Direct Award process C under the Provider Selection Regime (PSR), the Council are proposing to award a contract to University College London Hospitals NHS Foundation Trust (UCLH) for a period of 12 months from 1st April 2024 until 31st March 2025 for a total cost of £244,110.
The service provides a health outreach model with a multi-disciplinary approach for single homeless people with complex needs, including ex-rough sleepers.

The award decision-maker for this procurement is the Executive Director, Adults and Health. Written representations should be sent to procurement@camden.gov.uk in the first instance.
There were no declared conflicts or potential conflicts of interest of individuals making the decision or of the individuals that assessed the response.
The service has supported over 500 people since clinics commenced in January 2022 (approximately 75% of the hostel population). The service has identified and supported over 1,718 health needs, and many of the service users with these conditions had previous low rates of engagement with existing services. A significant number of people supported by the service have multiple health and care needs, with 65% of people reporting limited engagement with primary care services.
The service being delivered by UCLH is widely acknowledged as an area of best practice and was awarded as a Highly Commended Project at the prestigious 2022 London Homelessness Awards (2022 Winners – LHA (lhawards.org.uk).
There is significant evidence for the continued need for the existing service post-March 2024. People living in Adult Pathway accommodation have significant unmet physical health needs, with a high prevalence of overlapping mental health and drug and alcohol needs. Engagement with services is often challenging due to the barriers and exclusions faced by people experiencing homelessness, and the number of services that proactively and effectively reach into the Adult Pathway is limited.
This contract is a short term arrangement, and the Council will engage with the market in relation to the future commissioning intentions for this service from April 2025.
The relative importance of the key criteria that the Council used to make the decision, and the specific weightings for the award criteria used were as follows:

The rationale for choosing the provider with reference to the key criteria is as follows:
UCLH, submitted a robust response within the set financial envelope. The submission demonstrated strengths in all relevant areas of the key criteria, specifically evidencing a wealth of experience of delivering health and care services in Camden to homeless people and proven experience in providing rapid access pathways for homeless people and specialist hospital-based services.
The response evidenced the suppliers successful track record in preventing unplanned admissions and seamless links from hospital to community. The response also demonstrated sustainable and successful results in partnership working with a range of wider health and social care partners to ensure a coordinated and holistic wrap-around care plan for clients. Their approach to engage people with complex needs was trauma-informed and bespoke to individuals' personal needs and circumstances.
