The Council has set up a Dynamic Purchasing System (DPS) to encourage Children, Young People and adults to achieve their potential and overcome barriers to

learning and progression. The DPS will contribute to service users in Rhondda Cynon Taff CBC and Merthyr CBC having full access to

their entitlements through engagement in a diverse range of Educational, Health & Well-being activities.

The DPS will be structured into 8 lots under typical categories of activities:

1. Arts & Craft

2. Dance

3. Performing Arts

4. Literature & Film

5. Music

6. Sport (on site)

7. Personal Development

8. Other

The Council has a statutory obligation where required to commission activities to be delivered in the Welsh Language.

The period of validity of the DPS will initially be for 4 years from 31st March 2017 with further options to extend on an annual basis until further notice subject to review.

The services which are the subject of this procurement fall within schedule 3 to the new Public Contracts Regulations 2015 (“the 2015
