The aim of the Service is to support older people to continue to live independently in their own homes within the community.
The building at Reardon Court is currently under construction and expected to be handed over in late Spring 2024 (following a building completion delay, although initial plan was to be handed over in March 2024). The contracting authority owns the property and service users will pay affordable rent.
The contract is for an initial term of 5 years, and it is anticipated this shall commence from the
commencement date of mobilisation Service which will be determined taking the completion of the building into account. A mobilisation phase of up to three (3) months (or as advised by the contracting authority in writing) for the mobilisation Services is expected to be in place starting from the commencement date.
The contracting authority, at its absolute sole discretion, may exercise an option to extend the contract at the end of the initial five (5) year term, for a further period or periods of up to 2 years.

The procurement is for the provision of extra care for older people that need some additional support to live independently in the community. The contract for the Service is envisaged to be based on a block contract arrangement covering a maximum of 960 hours to be delivered per week. This will cover the outcomes stated in the Service Specification and individual care plan in relation to care and support. The weekly hours may vary to take account of Service Users who may have higher or more complex care needs and/or be at end-of-life stage.

Initial estimated total value of the procurement was approximately 6,300,000.00 GBP over the 7 years period (including optional extension(s)). Total value of the awarded contract is £5,938,955 over 7 years (including extensions).
The procured Service fall under the services listed in Annex XIV to Directive 2014/24/EU of the European Parliament and of the Council and chapter 3 of The Public Contracts Regulations 2015.
The procurement process that applied to the services was specified in the procurement documents accordingly.
This procurement process was undertaken using the electronic tendering system, ‘London Tenders Portal’ (url: https://www.londontenders.org/). The procurement was run as a restricted procedure.
The contract will be extended subject to successful performance of the contractor.
The contracting authority reserves the right to terminate the contract in accordance with the terms of the contract.

The contracting authority incorporated a minimum 10 calendar days (when using electronic means) standstill period at the point information on the award of the contract was communicated to tenderers. This period allows unsuccessful tenderers to challenge the decision to award a contract before a contract is executed/signed (as appropriate).
The Public Contracts Regulations 2015 (‘Regulations’) provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly and within the time limits as defined in the above regulations. Where a contract has not been entered into the court may order the setting aside of the award decision or order the contracting authority to amend any document and may award damages. If the contract has been entered into the court has the options to award damages and/or to shorten or order the contract ineffective.
