Crynodeb

Since 2019, MOPAC has commissioned the Children & Young People's Victim and Witness Service (CYP Service) that provides specialist support for child and young victims and witnesses of crime to cope and recover from their experiences. The current CYP Service grant comes to an end on 30th September 2024. MOPAC's intentions for commissioning a service to replace the existing provision is set out below.

The Police and Crime Plan 2022-25 strengthens the commitment made to improve support for victims with a focus on:

Improving the service and support that victims receive from the Metropolitan Police Service (MPS), support services and the Criminal Justice System, including in online interaction;

Victims receiving a better criminal justice response and outcome;

Reducing the number of repeat victims of domestic abuse, sexual violence and stalking.

To deliver on its ambition, MOPAC wants to work with providers as part of an Ecosystem of support services across London. The Ecosystem will champion trusted relationships and collaboration across services, whilst providing the necessary balance of specialist and by and for provision alongside robust and resilient pan-London services to effectively support London's diverse victim communities.

The services will be expected to deliver an agreed set of outcomes for London's victims and share knowledge, skills and capabilities with the support of digital innovation to support its continuous development and efficiency.

MOPAC and partners within the Ecosystem will work closely with the MPS to align with and contribute to the future ambitions of the Victim Care Hub, to ensure that victims' rights are always upheld as per the Victims Code of Practice.

MOPAC will oversee and facilitate the Ecosystem, creating the space for collaboration and driving systems change on its behalf. MOPAC will support the Ecosystem to develop throughout the life of the contract and adapt to social, political and legislative changes.

As part of this Ecosystem, MOPAC will be looking to commission four services. These will include the following services which will be commissioned through separate tenders:

Central referral mechanism and support service for adult victims

Specialist service for victims of domestic abuse

Specialist service for young victims

Specialist restorative justice services

A series of tenders for these services commenced from October 2023, the first was for the central referral mechanism and support service for adult victims; the second for a specialist service for victims of domestic abuse; and then the specialist service for young victims, which is the purpose of this prior information notice.

This contract will be for an initial period of 3 years and 10 months (4 months mobilisation and 3.5 years' service delivery), with an option to extend for up to a further 24 months (2 years).

The indicative value of this service is £7,150,000 over the full 5.5 year term.

In the initial years of the contract, at a minimum, the support provider for child and young victims will be expected to deliver the following:

Processing and supporting referrals from the Police via the Central Referral Mechanism which works on behalf of the Ecosystem of services

Assessment of child and young victims of crime

Provide a range of trauma-informed practical and emotional support services for child and young victims of crime to achieve the desired outcomes of the Ecosystem

Commitment to working with partners across the Ecosystem to develop innovative tools and digital capabilities to improve support for all victims of crime

Ability to respond and adapt to changing requirements from within the Ecosystem and from external forces including need and demand for services, adopting innovative practices, and changes to the criminal justice system.
