WCBC is responsible for overseeing Adult Community Learning (ACL) in Wrexham.
WCBC work in partnership with Flintshire County Council and operate as the North East Wales Adult Community Learning Partnership.
WCBC seeks to support Welsh Government’s ACL strategy by offering a diverse range of courses to deliver Essential Skills provision.
WCBC seeks to appoint providers to deliver through ten specified contracts and who are able to provide a range of services to adults. These include:
• supporting those taking the first steps into learning
• providing skills for life and embedding basic skills
• providing skills for independent living and skills for work
• contributing to personal development and wellbeing, and
• developing active citizenship. (Welsh Government, 2016)
Wrexham County Borough Council seeks to procure a wide range of services, through the contracts as detailed, designed to support adults in the community in the following ways:
• Support to overcome a range of barriers to accessing education, training and employment opportunities. These barriers include, but are not limited to:
o low or no skills,
o low self-efficacy/self-confidence,
o unemployed,
o low level literacy,
o low level numeracy
o low level digital literacy skills,
o no formal qualification(s)
Wrexham County Borough Council have established a multi lotted DPS to procure services under the delivery requirements of:
